  12. Attacking a Woman Deep Asleep:
  13. The Montgomery Case
  14.  
  15. Bureau of Alcohol, Tobacco and Firearms (BATF) abuses are
  16. becoming all too common. In a series of reports starting today,
  17. NRA will open the case file on BATF abuses from civil rights
  18. violations to tax payer money that is being squandered.  Our
  19. intent is for Congress to regain control of this rouge agency,
  20. expose and prosecute government agents and officials guilty
  21. of civil rights abuses, and institute strict policies and
  22. oversight to ensure that the Bill of Rights is honored, not
  23. condemned.

  25.      At 4:00 a.m. on July 13, 1994, dressed in their Ninja-style
  26. outfits, agents of the BATF stormed into the bedroom of
  27. 21-year-old Monique Montgomery. The BATF says it was looking for
  28. drugs in the home of the St.  Louis woman, but it found none. The
  29. BATF says it was looking for illegal guns, but it found none.
  30. Instead_after an investigation that was six weeks in the
  31. making_it found a woman alone_ and asleep_in her bedroom.

  33.      According to press accounts, two agents clad in
  34. terrorist-style black jump suits hit the bedroom with guns drawn,
  35. shields up and high intensity lights glaring. As the agents
  36. knocked down this young woman's door at 4:00 a.m., Miss
  37. Montgomery did what most reasonable Americans would do. Seeking
  38. to protect herself against unidentified and uninvited intruders,
  39. she armed herself with a firearm she lawfully owned for personal
  40. protection.

  42.      The agents claim to have repeatedly identified themselves
  43. and told her to drop her weapon. But this is the same BATF which
  44. set the time for the raid at 4 a.m._to maximize the victim's
  45. disorientation. It is natural that the victim would be alarmed
  46. and confused.  According to the BATF,
  47. the agent didn't have any other choice, but to shoot the victim.
  48. And he did.  FOUR TIMES.

  50.      Long before Ms. Montgomery was released from the hospital,
  51. after being shot in the chest and hip, the agent who shot her was
  52. back on the job.

  54.      This week, the Senate will hold hearings on BATF abuses
  55. before the Treasury, Postal Service, General Government
  56. Appropriations Subcommittee.

  62. BATF Abuses Continued

  64.      William M. Reece a highly respected manager in the
  65. beleaguered Bureau of Alcohol Tobacco and Firearms (BATF) is now
  66. the subject of a criminal investigation into the alleged theft of
  67. $1.5 million.  The investigation has unveiled a poor system of
  68. accounting controls at BATF.
  69.  
  70.      The investigation is looking into allegations that Reece, as
  71. the agency's chief pilot and aviation division administrator,
  72. submitted false invoices on airplane leases and maintenance
  73. services between 1988 and 1993.
  74.  
  75.      ATF's seven-plane air force had a budget of $1.2 million in
  76. 1992.  If the allegations are proven true, more than a third of
  77. the aviation divisions budget would have gone to bogus services
  78. over the five year period in question.

  80.      One administration source described the case as a classic
  81. example of agency "vulnerability" created by centralizing too
  82. much responsibility in the hands of a longtime employee
  83. overseeing a highly technical area.

  85.      Critics within ATF describe the allegations against Reece as
  86. part of a "good ole boy" network at the bureau in which some
  87. managers were given extraordinary freedom with little oversight.
